I am directed by Secretary Sir William Joyns on Hicks

to refer to your letters 5991/25 of the 26th February,

1925, and 1955/25 of the 19th February, 1925, and previous

correspondence with regard to the Chinese drug and arms

trafficker named Choy Loy, and to enclose for transmission

to the Governor of Hongkong, if Mr. Secretary Amery thinks fit,

a copy of a photostat letter addressed to Choy Loy and

posted in China. It will be observed from the photostat

envelope that the letter would appear to have come (although

posted in China) from a firm in Hongkong.

Sir William Joynson Hicks understands that Choy Loy

recently came under notice in connection with the smuggling

of a number of automatic pistols and ammunition found on

the s.s. "Pembrokeshire", which was en route for Hongkong.
